A measured building survey and a RICS building survey share three words and almost nothing else. One produces dimensional drawings for designers; the other produces a condition assessment for buyers. Mixing them up at the brief stage is one of the most common reasons projects get the wrong deliverable, pay twice, or stall at planning.

The industry reality

Both services live under the same umbrella term “building survey” in general conversation. Conveyancers, architects, project managers, and homeowners all use the phrase loosely, often meaning different things in the same email thread. The result is a surveyor receiving an enquiry that could be either, quoting on assumption, and the client receiving something that is technically a building survey but not the one they needed.

A measured building survey is a geometric record. A RICS building survey is a condition opinion. They are commissioned at different stages, by different parties, for different purposes, with different deliverables, by different qualified professionals. The only way to brief either properly is to know which one you actually need before you ask.

What actually matters

A measured building survey is a dimensional record

A measured building survey produces accurate scaled drawings of a building’s existing layout: floor plans, elevations, sections, and often a 3D model. It captures the geometry of the structure, the position of walls, openings, levels, and external features. It does not comment on whether anything is in good condition. It records what is there, to a stated accuracy, in a form that designers can work from.

Typical users: architects developing alteration designs, interior designers, contractors needing accurate as-built drawings, engineers planning structural interventions, BIM teams creating existing-conditions models, planning consultants preparing applications that require dimensional evidence.

Typical deliverables: CAD files in DWG or DXF, layered to industry standards; PDF drawings at agreed scales; 3D point clouds and Revit models on larger projects; elevation orthos for facade-heavy schemes.

Typical accuracy: between 5mm and 25mm depending on the brief, with the standard explicitly stated in the report.

A RICS building survey is a condition opinion

A RICS building survey, sometimes called a Level 3 Home Survey under the current RICS Home Survey Standard, is a written professional opinion on the condition of a building. It identifies defects, assesses their severity, advises on causes, and recommends action. The current framework defines three levels:

Level 1 (Home Survey): basic condition report, suitable for newer conventional properties.

Level 2 (Home Survey): more detailed inspection with valuation option, suitable for conventional properties in reasonable condition.

Level 3 (Home Survey): the most thorough inspection, suitable for older properties, listed buildings, properties that have been altered, or anything where major work is planned.

Typical users: prospective buyers, existing owners assessing condition before major work, lenders requiring more detail than a mortgage valuation, parties to a dilapidations claim.

Typical deliverables: a written report with a condition rating against each element, photographs, recommendations, and an executive summary.

Typical accuracy: not relevant. The output is a professional opinion, not a measurement.

The qualifications are not interchangeable

A measured building survey is typically carried out by a geospatial or land surveying team, often led by a chartered surveyor under the RICS Geomatics pathway. The skills are instrument-based: total station, laser scanner, drone, photogrammetry, CAD production.

A RICS building survey is carried out by a chartered surveyor under the RICS Building Surveying or Valuation pathway. The skills are inspection-based: defect diagnosis, building pathology, knowledge of construction methods across periods, regulatory frameworks, and dilapidations.

A firm offering one does not necessarily offer the other. Asking a building pathologist to produce a CAD model is the wrong instruction, and so is asking a geomatics team to assess damp ingress.

When you need each

You need a measured building survey when:

  • You are designing alterations or an extension and need an accurate base drawing.
  • You are preparing a planning application that requires existing and proposed drawings.
  • You are converting a building and need an as-built model for the design team.
  • You are commissioning structural work and need accurate elevation and section drawings.
  • You are creating a BIM model of existing conditions.
  • You need a record drawing for asset management, insurance, or heritage purposes.

You need a RICS building survey when:

  • You are buying a property and want a professional opinion on its condition.
  • You are buying an older, listed, or altered property where defects are likely.
  • You are planning major work and want a baseline assessment first.
  • You are in a dispute about condition, dilapidations, or schedule of conditions.
  • You are an owner concerned about specific defects (damp, movement, roof condition) and want a chartered opinion.

When you need both

On renovations of older properties, both surveys are often justified, in sequence. Commission the RICS building survey first to understand what you are buying and what work is realistic. Once you have decided to proceed and appointed a design team, commission the measured building survey to give the designers the dimensional record they need to work from. These are different bills at different stages, not duplicate work.

A real scenario

A buyer purchasing a converted Victorian school building in south London asked an architect to “do a building survey” before drawing up plans for a residential conversion. The architect commissioned a measured building survey, which arrived as a set of CAD drawings and a 3D point cloud. The buyer, expecting a condition report, was confused. The drawings did not mention the rising damp in the basement, the failed lead flashing on the south parapet, or the spalling concrete on the rear elevation.

The measured survey was correct. It was the right deliverable for the design stage. It was also the wrong instruction at that moment, because the buyer needed a Level 3 RICS building survey first to understand the condition risks before committing to the project. The mistake added several weeks and a second instruction. A clearer initial conversation about which survey was needed for which purpose would have avoided it.

The two surveys answer different questions. A measured building survey answers “what is there?”. A RICS building survey answers “what condition is it in?”. Neither answers the other. A project that needs both should commission both, in the order that matters for the decisions being made. A project that needs only one should be specific about which.
